The Council of Europe's project to strengthen Moldova's SCJ started with its first steering committee meeting

The meeting resulted in the approval of the annual plan of activities. A key highlight was the endorsement of an initiative to develop and implement a modern case law database for the SCJ, which will be supported by additional project funding.

In his opening remarks, Mr. Falk Lange, Head of the Council of Europe Office in Chisinau, underscored the significance of the project. “Aligning the country’s legal system with European standards is essential for strengthening citizens’ trust in their institutions. Through this project, the Council of Europe reaffirms its commitment to supporting the Republic of Moldova on this important path,” Mr. Lange stated.

Ms. Stela Procopciuc, ad interim President of the Supreme Court of Justice, expressed her appreciation for the support provided by the project, stressing its critical role in enabling the SCJ to fulfill its judicial mandate. “The adoption of the Annual Plan of Activities by the Steering Committee marks a significant milestone, providing us with a clear roadmap as we work to strengthen the institutional capacity of the Court,” said Ms. Procopciuc.

Ms. Viorica Grecu, Secretary General of the Ministry of Justice, welcomed the project’s implementation, highlighting its direct contribution to human rights protection through the project’s activities.

The project aims to strengthen the institutional capacity of the SCJ amid significant legal reforms that have reshaped the Court’s structure, functions, and its role in ensuring uniform application of the law across Moldova’s judicial system. The project seeks to enhance the SCJ’s ability to ensure legal consistency, improve operational efficiency, and increase the transparency and visibility of the Republic of Moldova’s highest judicial authority, by providing targeted capacity-building activities,

Funded by voluntary contributions, the project has an initial budget of €450,000 and is scheduled for a two-year implementation period. An additional budget request of €250,000 is currently under review, with a possible project extension of the implementation period until September 2026.
