Held at the National Justice Institute the workshop began with a presentation of the second module of the e-Course titled “Examination and Resolution of Electoral Disputes,” based on the Moldovan legislative framework for resolving electoral disputes. The e-course complements the first module based on the European Court of Human Rights case law on electoral dispute resolution developed in 2022. Both modules were developed by the Council of Europe in cooperation with the National Institute of Justice, the Central Election Commission and the Centre for Continuous Electoral Training.
Falk LANGE, Head of the Council of Europe Office in Chisinau, Falk welcomed the launch of the new module of the e-course and reaffirmed the Council of Europe commitment to supporting democratic elections and the implementation of the elections and referendum of October 20, 2024.
The workshop also provided a platform for participants to exchange opinions on various challenges encountered during the examination of electoral disputes, both during and between election periods. A particular focus was put on juridisctional conflicts between judicial bodies, inconsistent judicial practice in handling similar electoral disputes, appeals procedures and legislative gaps.
The activity was undertaken by the Council of Europe Project Improving Electoral Practice in the Republic of Moldova, Phase III in cooperation with National Institute of Justice and the Central Electoral Commission of the Republic of Moldova.
