GRETA carries out third evaluation visit to the Republic of San Marino

A delegation of the Council of Europe’s Group of Experts on Action against Trafficking in Human Beings (GRETA) carried out an evaluation visit to San Marino from 18 to 20 December 2023, as part of the third evaluation round of the Convention on Action against Trafficking in Human Beings. The focus of this evaluation round of the Convention is on trafficking victims’ access to justice and effective remedies. Prior to the visit, the San Marino authorities provided a reply to GRETA’s questionnaire for the third evaluation round. In addition to the new thematic focus, GRETA verified how the main recommendations made in its second evaluation report have been implemented.

During the visit, the GRETA delegation met Mr Gian Nicola Berti, Minister of Interior Affairs, Civil Service, Institutional Affairs and Relations with Castle Councils, Mr Luca Beccari, Minister of Foreign Affairs, International Economic Cooperation and Telecommunications, and Mr Andrea Belluzzi, Minister of Education and Culture, University and Scientific Research, and Youth Policy.

The GRETA delegation also met officials from the Ministry of Labour, Economic Planning, Sports, Information and Relations with the State Company for Public Services (A.A.S.S), the Ministry of Industry, Handicraft, Trade, Technology Research, and Regulatory Simplification (including the Labour Inspectorate and the Labour Office), the Ministry of Foreign Affairs, International Economic Cooperation and Telecommunications, the Department for Institutional Affairs and Justice, the Financial Intelligence Unit of San Marino, the Education Department, as well as the Human Science Department of the University of San Marino. Discussions were also held with officials from the Authority for Equal Opportunities, the Commission for Equal Opportunities and the Social Security Institute.  Furthermore, the delegation met law enforcement officials, members of the Judicial Council and judges from the Single Court of San Marino. A meeting was also held with representatives of the Parliament of San Marino.

GRETA’s delegation held separate meetings with representatives of trade unions and the Lawyers and Notaries Association of San Marino.

The visit provided an opportunity to visit the counselling centre “Centro d´Ascolto” for women victims of domestic violence and a shelter for unaccompanied children in the Italian region of Emilia-Romagna that can accommodate child victims of trafficking identified in San Marino. Further, GRETA’s delegation paid a visit to a residential complex in Montegiardino providing accommodation to Ukrainian refugees.

The visit was carried out by Ms Tatiana Catana and Ms Ia Dadunashvili, members of GRETA, who were accompanied by Ms Teresa Armengol de la Hoz from the Secretariat of the Convention.

Following the visit, GRETA will prepare a draft report, which will be sent to the national authorities for comments. GRETA will subsequently adopt a final report which will be published in the course of 2024.
