Garčević Appointed to Board of Liberal Arts Faculty in Montenegro

Ambassador Vesko Garčević

Ambassador Vesko Garčević, Professor of the Practice of International Relations and Director of the European Studies Center at Boston University’s Pardee School of Global Studies, has been appointed to the board of the Faculty of Liberal Arts and Sciences (FLAS) in Montenegro. FLAS is a newly established institution founded by Russian academics who were expelled from universities in Russia due to their political views.

FLAS, established in 2023, represents a significant development in higher education in the Western Balkans. It is the first independent institution of higher education created by Russian academics in exile to receive state accreditation in its host country. It is also the first Liberal Arts and Sciences faculty in the Western Balkans region.

The faculty at FLAS includes professors who previously taught at prestigious Russian institutions such as the recently closed Faculty of Liberal Arts and Sciences (Smolny College) of St. Petersburg University and the Moscow School of Social and Economic Sciences, known as Shaninka.

Marina Kalashnikova, former Dean of the Faculty of Liberal Arts and Sciences at Shaninka, serves as the inaugural FLAS Dean.

Garčević’s appointment to the FLAS board underscores his commitment to promoting liberal arts education and academic freedom. It also highlights the Pardee School’s engagement with institutions that advance these values in regions where such programs are less common.

This role allows Garčević to contribute his extensive experience in international relations and diplomacy to the development of this innovative educational institution in Montenegro.

Ambassador Vesko Garčević dealt with issues pertinent to European security and NATO for almost 14 years during his diplomatic career. In 2004, he was posted in Vienna to serve as Ambassador to Organization for Security and Cooperation in Europe. He was Montenegro’s Ambassador to NATO from 2010 until 2014 and served as Montenegro’s National Coordinator for NATO from 2015 until he joined the faculty at the Pardee School.
