Garčević Analyzes U.S. Election Impact on Balkans at Montenegro Forum

Ambassador Vesko Garčević, Professor of the Practice of International Relations and Interim Director of the Center for the Study of Europe, at Boston University’s Pardee School of Global Studies, recently took part in a seminar examining “The Perspectives on the 2024 United States Elections” in Montenegro. The Faculty of Liberal Arts and Sciences (FLAS), a college founded by Russian professors who left Russia after the invasion of Ukraine, hosted the event on June 15th and 16th, 2024.

The seminar brought together academics, specialists, and policymakers from the U.S. and Europe. Participants included Alexandra Vacraux from the Harvard Davis Center for Russian and Eurasian Studies, Daniel Epstein, the Center’s Assistant Director, Harvard University Professor Ryan Enos, FLAS Dean Marina Kalashnikova, Montenegro’s Prime Minister, and the U.S. Ambassador to Montenegro.

Garčević participated in a panel titled “Societal Perspectives on 2024 US elections within the Balkans,” which explored how the U.S. elections might affect the Balkan region and Southeast Europe.

In his analysis, Garčević stated that while the Balkans are not currently central to U.S. foreign policy, this could change. He pointed out that the region’s significance might increase depending on developments in Ukraine and the Eastern Mediterranean.

Regarding potential election outcomes, Garčević suggested that a Biden re-election could lead to better EU-U.S. coordination on Balkan issues. This might include backing for Montenegro’s EU membership and support for the broader enlargement process.

Conversely, Garčević indicated that a Trump victory might bring unexpected changes in U.S. relations with European allies across various issues, from NATO and Ukraine to the Balkans. He mentioned that with Richard Grenell as a possible Secretary of State, a new administration might revisit the idea of a Kosovo-Serbia territorial exchange, which Garčević described as highly problematic for the region and the EU.

This seminar offered a platform for international scholars and policymakers to examine the global implications of the upcoming U.S. elections, with Garčević providing insights on potential impacts in the Balkan region.

Ambassador Vesko Garčević dealt with issues pertinent to European security and NATO for almost 14 years during his diplomatic career. In 2004, he was posted in Vienna to serve as Ambassador to Organization for Security and Cooperation in Europe. He was Montenegro’s Ambassador to NATO from 2010 until 2014 and served as Montenegro’s National Coordinator for NATO from 2015 until he joined the faculty at the Pardee School.
