Pausing Rail Baltic station’s construction at Riga airport may cost close to EUR 300 000 this winter

If the decision on the distribution of EU structural funds is not made in time, the freeze of construction work on Rail Baltica station at Riga International Airport this winter may cost approximately EUR 300 000, as reported by LLC European Railway Lines (EDzL) interim board chairman Ēriks Diļevs.

He said EDzL has asked the Latvian government to perform a re-distribution of structural funds in order to complete construction work on both stations in Riga.

Diļevs said he hopes the decision will be made by the end of October or November. However, if no decision is made, the company has already submitted to the government official authorisation to freeze construction work for the winter.

EDzL representative notes that the necessary EUR 300 000 should come from the Ministry of Transport.

At the same time, if the decision on the distribution of structural funds is made, there will be no need to freeze construction work at Riga airport and the construction company will continue construction work in full. It will be possible to complete all construction work by 2028.

Diļevs stressed tat the topical price of Rail Baltica station at Riga airport is EUR 249 000.

He also mentioned that indexation estimates are submitted once a quarter, and the final estimates were at this level in the last report.

EDzL has paid all the money the company owed the company contracted to build the station – B.S.L Infra. EUR 1.5 million was paid in the last invoice, leaving EUR 1 million to pay. EDzL now considers distributing internal reserves to make this payment.

B.S.L Infra has decided not to apply any penalties for missed payments, said Diļevs.

B.S.L. Infra structural engineer Valdis Ločs told LETA that the construction site is in the process of being commissioned to the client because the first stage of work that was purchased has been completed in full. The third stage of construction work will commence soon.

At the same time, Ločs confirmed the construction company is waiting for the decision if the construction process could end up frozen for the duration of the winter.

“This is an enormous project for Latvia, and we as local specialists could learn a lot from this,” said Ločs.

The Ministry of Transport has prepared a report proposing to establish a 1 520 mm connection from Riga Central Passenger Station to Riga Airport during the 2027 EU multi-annual budget period before the completion of the first phase of the Rail Baltica project, while it is planned to attract funding by reallocating EU funds funding from other Ministry of Transport infrastructure projects, including the purchase of electric battery trains (BEMU).
