Despite everyone trying to repeat repeatedly (and in various places) that the migrant file must be purified of all ideological aspects and brought back to its technical nature, the meeting on Thursday morning at the headquarters of the Italian delegation at Council of the European Union testifies to the need for each EU country to deal with its own public opinion and its own electorate. Whatever the cost.
Migrants, Meloni’s moves
So, on the one hand Giorgia Meloni is trying to respond to the security demands of Italian citizens no longer with unrealistic and impracticable “naval blockades” but with the centers in Albania, similarly Austrians, Dutch, Danes and especially Poles exploit Italy’s “innovative solutions” to clean up their own house and ask the Commission to completely rewrite the European rules on migration and asylum. So much so that the part of the European Council conclusions on migrants that initially referred to the current European rules was blocked by Polish Prime Minister Donald Tusk which has suspended asylum agreements to prevent the Belarus dumps immigrants who then try to reach the Germany crossing Polish territory as a form of Moscow’s “hybrid warfare” that also uses migratory flows.
Migrants, Meloni and the other ten EU countries: who are they?
Ai representatives of 10 of the 27 Member States, before the European Council Meloni illustrated the essential points of thebilateral agreement Italy-Albania, the day after the arrival in the Albanian port of Shengjin of the first migrants rescued by a unit of the Italian Navy, underlining “the role in the action to combat human traffickers”. At the meeting, promoted by Meloni and by Danish Prime Minister, Mette Friedriksen e Dutch, Dick Schoof the leaders of were present Austria, Cyprus, Greece, Malta, Czech Republic, Poland, Slovakia e Hungary and the President of the Commission Ursula von der Leyen.
The latter, in particular, illustrated the main lines of work indicated in the letter on migration sent to the capitals last Monday, including the topic of “innovative solutions” such as centers in Albania. The discussion would have focused on the concept of a safe third country in view of the implementation of the rules of the new Migration and Asylum Pact, on collaboration along migratory routes with UNHCR and IOM on assisted voluntary repatriations and on the so-called “return hubs”.
Obviously Meloni is more than satisfied, and, beyond the results, she managed to gather at the same table in the Italian delegation the representatives of ten other countries, obtaining a result never achieved before by her predecessors. And Meloni had an easy time dismissing the criticisms of the left-wing opposition to the agreement with Albania.
“Together with the Prime Minister of Denmark, Mette Frederiksen, and of the Netherlands, Dick Schoof, – wrote on X Meloni – I hosted a meeting to talk about countering irregular migration flows and in particular about innovative solutions. A very positive meeting with clear common objectives: preventing irregular immigration, fighting human trafficking and making the European return policy more effective. I thank President Ursula von der Leyen and the leaders of Austria, Cyprus, Greece, Malta, the Czech Republic, Poland, Slovakia and Hungary for participating in a concrete and constructive spirit”.
The meeting was also judged very productive by other countries, as was their satisfaction with the contents of the letter on migration by Ursula von der Leyen, who took part in the meeting. Among the innovative solutions on the table of the 11 leaders, including Giorgia Meloni, there was also the amendments to the Return Directive and the definition of a safe third country.
Migrants, after Albania, the hypothesis of a hub in Uganda emerges
In an initial phase there would also be the idea of creating a “hub” in Uganda where asylum seekers from sub-Saharan Africa – whose applications have been examined and rejected – may be deported before being repatriated to their countries of origin. From Kampala for now there have been no closures.
But Italy also took care of the Syrian refugees in BrusselsThe Prime Minister supported what was indicated in the Conclusions of the European Council of April 2024, namely the need to create the conditions for a safe, dignified and voluntary repatriation of Syrian refugees to Syria as defined by UNHCR. The need that emerged in April is now more pressing, given the regional developments that are pushing hundreds of thousands of Syrian refugees present in Lebanon, but also tens of thousands of Lebanese citizens seeking refuge in Syria. Italy has called for a review of the EU Strategy for Syria already last July.
