France and Germany are raising concerns about a proposal by the European Union’s diplomatic arm aimed at circumventing Hungary’s veto that is blocking more than €6 billion ($6.6 billion) in aid for Ukraine.
The European External Action Service floated the possibility of allowing member states to make voluntary contributions to the European Peace Facility, which is used to help fund military equipment. That would allow future funds to flow based on the consent of contributors rather than by unanimous support.
