EU rail passenger transport hit 429 billion passenger-kilometres in 2023, which is a record high since Eurostat data collection began 20 years ago, the EU statistics agency reported this week.

Luxembourg’s 29.9% increase in 2023 rail usage put it near the top of the EU leaderboard of countries where trains gained the most traction last year. People in Luxembourg rode for 505 million passenger-kilometres in 2023, up from 389 million in 2022.

The number of Luxembourg train users, regardless of how far they travelled, went up by a quarter.

The increase put the Grand Duchy just behind Croatia, which saw a 40.6% rise in train use. Other EU countries with notable increases included Ireland (+27.9%), Spain (+26.0%), Italy (+18.7%), and Slovenia (+15.1%).

Greece experienced a 39.7% decrease, blamed on major storm damage to rail infrastructure, as well as the country’s worst-ever train crash, which killed 57 people.

Germany and France each contributed around 101 billion passenger kilometres, amounting to nearly half of the EU’s total passenger rail use, the Eurostat data shows.

National transport is predominant in all countries, with over 90% of rail transport being domestic across the bloc – though only 63.9% in Luxembourg. The country’s small size and its frequent cross-border train routes explain the lower proportion.

Overall, EU countries carried eight billion passengers in 2023, a 67.9% increase on 2020, though still 3% lower than pre-pandemic levels.
