Conference of the High Prosecutorial Council – “The year of changes”

The Conference of the High Prosecutorial Council  “The year of changes” was organised with the support of the joint CoE/EU project “Support for the implementation of the Judicial Reform in Serbia”, the OSCE Mission to Serbia, the US Embassy and the World Bank. The importance of the event may be best portrayed in a number of donors who supported its organisation. The event brought together all members of the prosecutorial Council, over 170 public prosecutors, prosecutorial assistants, academia, as well as representatives of the international community.

This conference was the first professional conference of the public prosecutors in Serbia, organised to meet the needs of the prosecutors for expert discussion on a number of relevant topics. The newly established High Prosecutorial Council recognised the need to raise awareness of the prosecutors on the entirely new legal framework, the role of the High Prosecutorial Council in protecting the autonomy and independence of the prosecutors, as well as legislative changes in the field of criminal law.

As a part of the panel of the new Ethics Code of the public prosecutors, local CoE expert provided a review of the European standards, relevant practices and experiences in particular states, as well as the local context.  The new Guidelines for implementation of the Ethics code and potential ethical dilemmas were discussed. The panellists addressed the opportunities of public prosecutors to appear in public and discuss issues of the rule of law, functioning of the judiciary and human rights, all in light of the new legal framework, ethical rules and international standards.

The conference was an excellent opportunity to exchange views and foster professional discussion on some of the important topics in the field of prosecutorial reform. The joint CoE/EU project “Support for the implementation of the Judicial Reform in Serbia” will continue to support the activities of the High Prosecutorial Council aimed at strengthening the rule of law and independence of the prosecution.
