 Building a secure environment for journalism: Council of Europe’s training to protecting journalists in Bosnia and Herzegovina

Attacks on journalists and media actors constitute serious human rights violations that stifle public debate and weaken democratic society. This concern is underscored by the Recommendation CM/Rec(2016)4 of the Committee of Ministers to member States on the protection of journalism and safety of journalists and other media actors.

Promoting the necessary safeguards for the exercise of journalistic activities, the Council of Europe organised a training on Safety and protection of journalists held on 12 and 13 November 2024 in Igman. The training gathered 22 representatives from key institutions at the State, entity, and Brčko District levels, as well as from independent bodies and civil society representatives. Its objectives were to deepen the participants’ understanding of the impact of threats against journalists on both journalists themselves and society as a whole;  to reinforce the state’s obligations towards journalists; to identify key international principles and standards governing the safety of journalists ; to critically assess the application of these principles in Bosnia and Herzegovina; and to consider effective means of improvement of domestic practices.

The training programme is based on the Council of Europe’s Training Curriculum, developed by Council of Europe consultants to  support theWorking group on human rights monitoring and reporting in respect of freedom of expression and access to information, as well as other institutions and organisations working in that field.

This activity was organised by the Division for Cooperation on Freedom of Expression, within the framework of the project ‘Enhancing institutional capacities on freedom of expression and information in Bosnia and Herzegovina (EFEx)’, implemented by the Council of Europe and funded through the voluntary contribution of Sweden, via the Swedish International Development Cooperation Agency (Sida).
