Prince Harry and Meghan Markle’s plush multi-million-dollar Portugal pad is still “incomplete,” according to a new report — a new setback for the exiled former royals.

The Duke and Duchess of Sussex have splurged $4.7 million on one of 300 residences at the 722-acre CostaTerra Golf and Ocean Club — a development about 81 miles south of Lisbon, it was reported last month.

However, the sprawling property is still not ready to be moved into and will only be used as a vacation home by the couple, a source told the Express.

“The villa in Portugal is more an investment than anything else and construction hasn’t even been completed yet,” the insider said.

“It hasn’t been purchased as a new home, but more as a holiday retreat and something they can put their money into to protect their assets.”

Before the pair can enjoy their new abode in Portugal, the Sussexes face one major hurdle to overcome — European Union citizenship.

Such citizenship would allow the couple to travel freely through the Schengen Area, which covers 29 countries.

Still, it appears the Sussexes are not looking to pack up and leave the US anytime soon — despite their close friends Ellen DeGeneres and her wife, Portia de Rossi, making the move.

Markle, 43, has boasted a very close friendship with the former “Ellen Show” host, but will not be looking to make a similar move herself for the second time, The Post revealed this week.

On the flip side, Grant Harrold — who had previously worked as King Charles’ butler for seven years — noted that the Duke of Sussex, 40, could be making the move eventually.

“I do see it,” he said of the exiled prince. “I think he could be open to returning. As I always keep saying, never say never.”

A source has echoed Harrold’s recent comments, saying the duo are not even entertaining the idea of relocating to the UK.

“Harry and Meghan are not fazed by the comments Trump made because they believe they have done everything correctly,” a source told the outlet.

“Meghan is a US citizen, and Archie has just started a new school, so to leave the place they call home isn’t even an option.”

Earlier this month, it was suggested that the couple, who wed in 2018, sought out a home in Portugal because life in the US did not end up being “what they thought it would be.”

Other reports have suggested that President-Elect Donald Trump’s victory over Kamala Harris had played a part in their decision.
