Luxembourg City remains in the top 20 cities worldwide for quality of life, according to an annual survey by a leading US consulting company published on Tuesday, although the capital has fallen by one place since last year.

The Grand Duchy’s capital, which came in 17th place this year, has consistently ranked in the top 20 in the Quality of Living survey conducted by Mercer over the last decade, although in 2017 it had slipped to 21st place, below Berlin, Stockholm and Hamburg, which it has now overtaken in the league table.

Switzerland dominates the top 10 best cities this year, according to the latest report, with financial centre Zurich replacing Vienna at number one and Geneva in third place. Bern and Basel placed 9th and 10th.

Frankfurt ranks joint seventh, while other European financial centres such as Paris, London and Dublin are much further back, occupying 34th, 40th and 43rd spot respectively.

Talent attraction

Amid the battle to attract and retain talent, the report by Mercer underlined that the cost of living also plays a significant role in appealing to both employees and corporations.

“The most successful destinations today are those that blend flexible governance around mobile talent with a high quality of life and an affordable cost of living,” the authors said.

In a previous separate study focusing on the cost of living, Mercer ranked Luxembourg 47th out of 226 cities, making it less expensive than Zurich, London, Frankfurt and Dublin.

Last month Steve Duncan, the managing director of Benelux-based C-Studios, a marketing company for places, told Luxembourg Times that the country’s attractiveness should not be based on how “cool” other capitals like London or Paris are in comparison. “We have to judge Luxembourg based on its competitive set and who is likely to want to live there,” he said.

However, Luxembourg trailed Britain, Switzerland and the Republic of Ireland in a ranking published in September assessing the attractiveness of the workplace in each country, finishing 40th, well behind the other three nations which were all ranked in the top ten.

A survey by expat networking organisation InterNations in August cited safety and security, healthcare and travel and transit considerations as among the factors that make Luxembourg a good choice for expats, although it rated poorly for leisure activities.

In the latest report published on Tuesday by Mercer, Copenhagen (third) and Amsterdam (sixth) are the other European cities in the top ten, a list that also includes Auckland in New Zealand in fifth place and Vancouver in Canada in joint seventh.

The highest-ranking city in the United States is Boston, which occupies 32nd place.

At the other end of the table, Sanaa (Yemen), Bangui (Central African Republic), Baghdad (Iraq), and Khartoum (Sudan), rank 238th, 239th, 240th and 241st, respectively.
