Poland’s EU presidency promises to be highly political

The year 2025 will be decisive for Poland’s prime minister, Donald Tusk, both on the domestic front and on the European stage. On January 1, Warsaw takes over the rotating presidency of the Council of the European Union (EU), while in May its citizens will be called to the polls to elect their next president.

To carry out his plans, Donald Tusk needs his side to win back the country’s presidency from the sovereignist Law and Justice party (PiS). In Poland, the president has veto power, putting the prime minister in a difficult situation of divided government. In this context, he intends to demonstrate that his pro-European choices are the right ones, and from this point of view, the course of the Polish presidency of the Council of the EU will serve as a showcase.

Tusk’s victory over the PiS in the parliamentary elections of October 2023 undoubtedly marked Poland’s return to Europe. Since then, the European Commission has terminated the procedure (known as “Article 7”) it had initiated against Warsaw for systematic violation of the rule of law. It has also authorized the payment of European funds to which the country was entitled, but which had been frozen in view of its failure to uphold the values of the Union, notably in terms of the independence of the judiciary.
