Motorists in Luxembourg City spent 55 hours in traffic jams last year

In a new survey, Luxembourg City ranks among the 100 worst cities for commuters who drive to work. On average, motorists heading to and from the capital city spent 55 hours in traffic jams in 2024.

That data comes from the latest Inrex Global Traffic Scorecard, which ranks Luxembourg City the 87th worst city among 900 that it surveyed around the world. The average time spent in traffic in Luxembourg City increased by 2% last year from 2023, and the survey calculated that the average speed with which vehicles travelled the last mile of a journey in the city was just 15 miles per hour (around 24km/h).

Luxembourg City is fairly unique in that thousands of cross-border commuters also travel into the city by car from France, Belgium and Germany. Even so, it ranks worse than many larger European cities including Hamburg in Germany (ranked 90th), Copenhagen (98th) and Madrid (109th).

Esch-sur-Alzette also featured in the survey, placing 283rd overall with an average of just 36 hours in traffic jams per year, an increase of 9% on the previous year.

London, Paris, Dublin in Europe top three

However, Luxembourg fares considerably better than most of the cities that rival the capital as finance centres in Europe. London’s drivers spent 101 hours in traffic last year, according to the Global Traffic Scorecard, making it the most congested city in Europe and fifth in the world. Paris was the second worst performing European city, with an average of 97 hours. Dublin rounded off the top three in Europe (and placed 15th overall) with 81 hours. Frankfurt ranked 81st in the world.

Brussels, which competes with Luxembourg for EU institution staff, was the fourth worst city in Europe. But Strasbourg ranked 143rd overall, with just 43 hours lost to traffic on average – though that represented a 10% increase on 2023.

Istanbul, where motorists spent an average of 105 hours in traffic in 2024, was the most congested city in the world, followed by New York, Chicago and Mexico City.

“Traffic congestion occurs when demand for roadway travel exceeds the supply of roadways,” the authors of the report wrote. “As vehicular traffic builds, drivers, freight movers and bus riders lose time and spend fuel unproductively.”
