Finnish EU election campaign costs rise by 31%

The average cost of election campaigns in Finland’s 2024 European Parliament elections rose by 31% compared to the 2019 elections, according to the National Audit Office of Finland (VTV). The total campaign spending amounted to €2.2 million.

All 29 candidates required to submit election finance reports did so on time.

Seventeen Members of the European Parliament (MEPs) or alternate representatives later supplemented or adjusted their declarations, mainly to clarify financial details.

VTV requested additional documentation, such as campaign account statements, from all candidates to verify the accuracy of reported figures.

“Our goal is to ensure that all funding is declared according to the law and that financial reports are completed with sufficient accuracy. We found no indications that would give reason to doubt the correctness of the submitted reports,” said Pontus Londen, lead auditor at VTV.

Compared to 2019, both total campaign funding and external financial support increased. The largest individual campaign in 2024 cost €243,900, while the smallest had no reported expenses. The average campaign cost was €74,497, up from €56,880 in 2019.

Candidates were also encouraged to submit voluntary pre-election financial disclosures, outlining estimated campaign funding and expenses. These were due the day before the election.

A total of 55% of candidates submitted pre-election reports, which were published on the vaalirahoitusvalvonta.fi website to promote transparency.
