As part of the “End Online Child Sexual Exploitation and Abuse @Europe Plus” (EndOCSEA@Europe+) project, frontline professionals in Georgia, the Republic of Moldova and Montenegro have completed a comprehensive Training of Trainers (ToT) programme. This initiative has significantly enhanced their capacity to respond to online child sexual exploitation and abuse (OCSEA). Educators, psychologists, social workers, doctors and government officials have gained necessary skills to safeguard children from online threats. The participants are now equipped to act effectively upon OCSEA cases and to train their peers, extending the outreach of the training and ensuring its sustainability and broader impact.
The ToT programme covers a broad range of topics, including OCSEA offences, the risks posed by emerging technologies such as AI, online safety strategies, and practical case scenarios that provide hands-on experience for real-life situations. The training module has been translated and adapted to the unique context of each country.
Three ToT sessions were delivered jointly by international and national experts in the Republic of Moldova (22-23 October 2024), Georgia (19-20 November 2024) and Montenegro (19-20 February 2025), with a total of 111 participants (43 in Republic of Moldova, 32 in Georgia and 36 in Montenegro).
Moving forward, the project aims to integrate the training programme into the professional development national curricula of the relevant agencies in the three countries. Additionally, practical tools are being developed, including factsheets for teachers, social workers and doctors on the prevention, identification, reporting and referral mechanisms for OCSEA cases. These tools will be shared with all training participants and relevant ministries, further enhancing professionals’ capacities to protect children online.
The Council of Europe gratefully acknowledges the financial support provided for this programme by Safe Online.
