Luxembourg ranks second in highest greenhouse gas footprint per capita

Luxembourg is one of the EU countries with the highest greenhouse gas emissions, a report published on Wednesday by European statistics bureau Eurostat found.

The Grand Duchy emitted 15.5 tonnes of CO2eq per capita in 2022, placing it on the second spot of top emitters. Only Cyprus has a bigger footprint (16.6 tonnes). Ireland took the third place with 14.2 tonnes per capita. Fuel tourism from logistics companies and crossborder consumption are in part to blame for Luxembourg’s high emissions.

Sweden recorded the lowest greenhouse gas footprint, with 7.9 tonnes of CO2eq per capita, followed by Portugal and Romania with 8 tonnes each.

Emissions linked to consumption in the EU reached 4.8 billion tonnes of CO2eq in 2022. At the same time, emissions generated by EU production amounted to 3.6 billion tonnes.

The EU’s greenhouse gas emissions associated with the production of goods consumed in the EU amounted to 10.7 tonnes of CO2 equivalents per capita.

A large share of EU’s greenhouse gas footprint was driven by the consumption of products that were produced outside of the EU.

Both consumption and production-based greenhouse gas emissions decreased between 2010 and 2022, by 14% and 18%.

Despite a drop due to the pandemic in 2020, the greenhouse gas emission footprint increased by 12% and the production-based emissions increased by 4% in 2022. However, emissions remain lower than before the pandemic.

Greenhouse gas emissions in Luxembourg are expected to fall “significantly” by 5% in 2025, thanks to a lower consumption of petroleum products and increased use of electricity, Statec said at the start of the year.

Greenhouse gas emissions generated by Luxembourg’s economy increased by 1.8% during the second quarter of last year, however.

Luxembourg reached its Overshoot Day on 17 February 2025, meaning its consumption and emissions exceeded the territory’s production and ability to absorb CO2 in less than two months. The Grand Duchy is the first European country to exceed its limits and the second in the world, after Qatar.
