The Council of Europe continues its cooperation programme to strengthen freedom of expression and media in Serbia.
As part of these efforts, the Steering Committee of the joint European Union and Council of Europe action “Protecting Freedom of Expression and of the Media in Serbia (PROFREX)” convened in Belgrade to set priorities for the coming period. Representatives from government institutions and civil society agreed to focus on aligning with the Council of Europe’s Recommendation CM/Rec(2024)2 on combating Strategic Lawsuits Against Public Participation (SLAPP) and to enhance institutional cooperation on privacy protection and safety of journalists.
Freedom of expression and media remain a high priority for the Council of Europe, as reaffirmed in the Reykjavik Declaration. This brings the expectation that institutions take a stronger stance against pressures and attacks on journalists while ensuring adherence to professional standards in the media. Council of Europe recommendations provide an important foundation for reform, but the key challenge is ensuring their effective implementation—a goal that can only be achieved through joint efforts.
The action “Protecting freedom of expression and of the media in Serbia (PROFREX)”, implemented by the Division for Co-operation on Freedom of Expression, is part of the joint European Union and the Council of Europe programme “Horizontal Facility for the Western Balkans and Türkiye”.
