Mr Shor has defended the use of his money and denied any criminal wrongdoing.
The businessman was also believed to be behind “no EU” posters plastered across the capital Chișinău, according to a Moldovan police chief who spoke to The New York Times.
Meta said earlier this month it had taken down seven accounts, one group and 23 pages on Facebook and another 20 accounts on Instagram linked to “coordinated inauthentic behaviour” and fictitious Russian-language news outlets.
Keir Giles, a senior consulting fellow of the Russia and Eurasia Programme at Chatham House, said Russia had a history of meddling in elections, pointing to allegations it had influenced Britain’s vote to leave the EU.
“There’s a clear advantage to Russia in an outcome in this election that turns Moldova away from the EU and so it stands to reason that they will exert every effort to try to bring that about,” he told i.
Mr Giles said tech giants had a “clear responsibility” to prevent social media platforms for being used for interference.
He said: “In the case of Elon Musk’s X, the organisation is doing the opposite by taking clear political sides and influencing electoral processes against democracy. I’m talking about the US here, of course.
“We shouldn’t look at offers of financial incentives for voting in Moldova without also considering offers of financial incentives for voting in the United States and who is making them.”
Elon Musk, the owner of X, is one of Republican candidate Donald Trump’s biggest donors and has been a vocal supporter of his campaign. Mr Trump has indicated he would end the war in Ukraine by supporting concessions to Russian President Vladimir Putin.
